This plan, which I understand than the adaptation throws an increased responsibility on the Council, but was not intended in any way to lessen the control of the Home Government over the Colonial expenditure.
Any votes taken in this way should be referred at once for the consideration of the Secretary of State; and no disbursements on account of them should be made before his sanction is received, except in cases of urgent necessity. The supplementary estimates should as a rule only include charges which could not have been foreseen when the first Annual Estimates were passed;
The amount of actual revenue compared with the Estimated amount remains still in excess of what might be expected. The year should however be judged by the results of the year. In the course of the remaining part of the year, if some works are to be in excess of the Estimated amount, I should not object to your asking my sanction for proceeding with any important works, that had been delayed or postponed from want of funds.
It is extremely important that the ordinary expenditure of each year should be provided to fit Revenue of that year; and in order that I may have regular and early information on this point, I have to request that I may be supplied at the end of each quarter with the Return specified in this 249th Colonial Ref.
